And Italia would be so delicious with its 34 high quality counties. Germania, Italia, a slightly weakened Hispania. In addition, their starting position is pretty good. I'd say it's one of the highest county quality de jure empires around, and it's still very big. They have over 100 counties, only one of which has less than 4 holding slots, and plenty of which have more, including such great counties as Paris and Brugge.

Though I'd say that were the start date 769, then the empire of Francia is easily the strongest. Where Persia borders the strongest indian empire and a mountain range to the east, Tartaria to the north, and then Arabia and Byzantium to the west. With the strait between Italy and Greece, none of their lands are a continent's width apart, and they border some of the weakest empires in Italia and Carpathia, which would be easy to expand in, and still fit in alright with their travel times. So considering travel times, and nearby empires, I think the Byzantine empire manages to come out on top of the other two. Which while they're weak and would allow Arabia easy expansion, they're still moving even further from their border with Byzantium and Persia. And with that northern african border are two other empires that only Arabia borders. It stretches over all of northern Africa. However Arabia has a serious downside which is how long it takes to get from one end to the other. In the 1066 start date Arabia, Byzantium, and Persia all stand out as very powerful in total holdings, with Arabia having the most counties, and between the three of them maybe having the highest quality counties. If Tartaria was forced to be feudal than it'd be pathetic for its massive size because it'd be full of completely unupgraded holdings, but if it was nomadic you'd basically be up against Genghis Khan but with normal armies rather than event troops.ĮDIT: Alright I've thought about it more, and made a list of total counties in each de jure empire. Arabia and the Byzantine Empire are both quite big, and contain some of the most developed regions in the world, however Persia is very big and decently well developed, and Tartaria is absolutely massive, but filled with nomads.

I'd say it's Persia, Tartaria (which will be getting stronger next patch), Arabia, or the Byzantine Empire. I can't speak for the strength of the indian de jure empires, so I'll be ignoring them though they seem potentially quite powerful.
